Chris Baldwin - An accomplished Leader

For far too long law enforcement was relied on to solve challenging community problems to include mental health and other public health emergencies.  While law enforcement receives robust training in these types of emergencies mental health professionals can often be a better resource depending on the situation.

Under Chris Baldwin's leadership, the Skagit County Sheriff's Office became an early adopter of the "co-response" model.  This innovative model improves resources and tools available to the community and law enforcement for those suffering from mental health crisis, drug addiction, and other public health emergencies. Under this model mental health professionals embed with law enforcement and ride with patrol deputies responding to mental health crisis and other related emergencies utilizing specialized training and skills to de-escalate a crisis safely.  This frequently reduces uses of force and can often result in long-term resolution and improved recidivism through ongoing support provided by this team. 

Chris continues to embrace and expand this invaluable resource due the resounding success of this program.

Previous law enforcement radio coverage in Skagit County was spotty and unreliable in many of the rural communities served by the Skagit County Sheriff’s Office. The radio network had not had any significant improvements in the prior thirty years. The outdated and under-performing radio network degraded response capabilities, decreased safety for our staff, and slowed our response for Skagit County community members and visitors. Our radio and communications network is more robust today than it has ever been and we continue to make improvements to enhance our service to the community. 

Chris pushed for and oversaw a $3 million radio infrastructure improvement project that has provided for 99% radio coverage throughout Skagit County.  This project has dramatically improved public safety and officer safety for all Skagit County community members, visitors and deputies. 

In 2025 all law enforcement agencies in the State of Washington were required to begin collecting and submitting use of force data to a central data exchange viewable by the public under the WADEPS program.  The Skagit County Sheriff's Office was well ahead of this curve having procured a centralized professional accountability software in 2012. This software centrally collects every use of force, pursuit, canine use, and other key data that is reviewed by multiple layers of supervisors ensuring the highest level of accountability for our staff to our community. 

In 2024 and throughout 2025 Chris Baldwin and team were selected to be one of three law enforcement agencies in the state, using this specialized software, to test use of force data transfers to the new State Use of Force Data Exchange to ensure a smooth transition for dozens of other law enforcement agencies across the State of Washington. 

Chris and the team were honored to be selected and eager to provide our use of force data to the State Use of Force Data Exchange in the spirit of transparency, accountability and credibility for the communities we serve. 

In 2026, thanks to the dedication of Chris Baldwin and his co-leadership team for being a leading agency in the region on professional standards, the Skagit County Sheriff’s Office became the first Sheriff's Office to receive grant funding and the third Sheriff’s Office in the State of Washington to be vetted by the Washington Criminal Justice Training Commission (CJTC) for having policies that meet or exceed state requirements and model state policy regarding Use of Force, Keep Washington Working Act/Immigration Policy, Training, and other vital policy and procedure requirements. Vetting was an intense six month highly detailed process that included a thorough review of Sheriff’s Office policy, training records, and operating procedures for both patrol, investigations, and corrections operations. 

Being vetted by the CJTC has allowed the Skagit County Sheriff's Office to be the first in Washington State to be awarded grant funding totaling nearly $3 million dollars for Skagit County to use for criminal justice funding – allowing the Skagit County Sheriff’s Office to add patrol deputies and improve services for Skagit County community members and visitors. 

Recognizing the rapid changes in community expectations for law enforcement, the need to fully adopt the most comprehensive and ongoing law enforcement reform of any state in the nation, and the need to ensure our office stays ahead of this curve – Chris Baldwin and his co-leadership team formed a Professional Standards and Accountability unit adding a dedicated full-time Lieutenant to this role to oversee all legislative changes, policy and procedure development and implementation, training standards, and internal affairs investigations ensuring our deputies are adhering to the highest standards and contemporary expectations of the communities we serve.

The Skagit County Sheriff’s Office professional standards and accountability unit works alongside community members, subject matter experts, legal advisors, and risk managers to adopt (and continues to adopt) hundreds of law enforcement reform legislation bills each year into office policy and training standards staying ahead of community expectations and leading other law enforcement agencies in the region. The Sheriff's Office is frequently relied on by other agencies for policy advice - as a leading agency for law enforcement policy and training standards.

Recognizing that regionalization of technical and costly operations can improve agency impact and efficiency with resources to include staffing and tax payer dollars, the Skagit County Sheriff’s Office led the formation of the North Cascades Regional SWAT team. This team consists of partner agencies from multiple cities and two counties that meets the strict training, procedural, and policy requirements of the National Tactical Operators Association (NTOA) to handle most elevated tactical responses required of law enforcement. This team trains to the highest standards regularly to ensure operational readiness 24x7x365 when they are needed to resolve complex tactical scenarios.

When Chris Baldwin and the rest of the Skagit County Sheriff's Office administrative team took their appointments in 2019, the Skagit County Inter-local Drug Task Force was severely understaffed and nearly bankrupt. This task force focuses on disrupting and dismantling mid-upper level drug trafficking organizations – to include major drug cartels – flooding our community with dangerous drugs like heroin, methamphetamine, and fentanyl. Chris and team took immediate action to stabilize this vital program through reorganization of staffing, vigorously seeking out new partnerships, and working with federal and state law makers to seek out funding opportunities. 

Today, the Skagit County Interlocal Drug Task Force is thriving and has become a vital partner with all law enforcement agencies in the county. It is a model of success as a multi-award winning task force for their outstanding achievements that include continuing to dismantle large elements of cartel operations directly impacting our communities.

Under Chris Baldwin's innovative leadership, the Skagit County Sheriff's has dramatically reduced vehicle prowls in known problem areas throughout the county using innovative technology.  

This technology alerts law enforcement the moment a monitored vehicle has been prowled or stolen and provides a precise location of the stolen property along with images of the suspect.   This program has been such a success that it has garnered recognition at a national level by the company who helped deploy it.

This is just one of myriad of technology deployed to make better use of limited law enforcement resources under Chris Baldwin's leadership and just another example of why we should vote for Chris Baldwin as our next Sheriff of Skagit County.

Chris Baldwin has extensive experience overseeing the deployment of collaborative multi-agency teams that are an opportunity for participating agencies to share costs and resources for a common goal to address a specialized need.  

Chris Baldwin is leading the formation of a specialized traffic collision investigation team for Skagit County law enforcement agencies that previously relied on the Washington State Patrol.  This team includes highly-trained traffic collision reconstruction experts and use of specialized technology to document such scenes.  Chris sought out and received $30,000 from the Washington State Traffic Safety Commission and additional grant funding for technology to establish this team for the benefit of public safety on roadways throughout Skagit County.

Standing up a program like this and collaborating with partner agencies takes leadership and foresight - and is yet another reason to elect Chris Baldwin the next Sheriff of Skagit County.

Recognizing the unique challenges faced by first responders, Chris successfully sought and secured grant funding to establish a comprehensive Officer Wellness Program for the Skagit County Sheriff's Office. The program enhances peer support services, incorporates in-house mental health professionals, and provides ongoing wellness training and activities designed to support the physical, emotional, and mental well-being of Sheriff's Office employees.

Under Chris's leadership, the program will strengthen resources available to deputies and professional staff while helping foster a culture that prioritizes resilience, wellness, and long-term career health. By investing in those who serve our community, Chris has demonstrated his commitment to ensuring first responders have the support they need to perform at their best both on and off duty.
