About Chris Baldwin - Your next Sheriff Of Skagit County

 Chris Baldwin is a veteran law enforcement leader with more than three decades of service to the Skagit County Sheriff’s Office. Since joining the agency in 1994, Chris has built a career defined by mission‑driven leadership, operational excellence, and a deep commitment to community safety.

Chris’s early experience in corrections and patrol established a strong foundation in frontline operations. As he progressed into specialized roles—including certified police motor officer, instructor, and longtime member of the Skagit Regional SWAT Team—Chris became known for his ability to lead in high‑risk, high‑accountability environments. Over his 26 years on SWAT, he advanced from operator and breacher to assistant team leader and ultimately team leader, guiding complex regional responses and cultivating a culture of readiness, discipline, and trust.

Promoted to sergeant in 2009, Chris led both patrol and traffic units, focusing on team development, operational efficiency, and problem‑solving at the supervisory level.  

Chris remains committed to traffic safety in Skagit County by working collaboratively with stakeholders to reduce collisions and unsafe driving throughout our community. In his effort to make Skagit County roadways safer, Chris served as one of the first law enforcement liaisons on the Washington State Traffic Safety Commission.

In 2019, he was promoted to Chief of Field Operations, where he oversees the patrol bureau and all specialty assignments. In this role, Chris provides leadership across major operational functions, directs critical‑incident response, and works to modernize practices that improve service delivery and community engagement.

In 2023, Chris played a key role in forming the North Cascades Regional SWAT Team, partnering with regional police leadership to unify resources from Skagit and Island Counties. He was selected as the team’s first commander and continues to drive strategic coordination, training alignment, and regional readiness.

Chris also leads the Sheriff’s Office Crisis Response Team, a progressive program that pairs deputies with mental‑health clinicians to support individuals in crisis. Beyond his operational roles, he contributes to countywide safety and policy initiatives through his work on the Law and Justice Committee, Population Health Trust, and Court Security Committee, and he serves as an instructor on the county workplace violence prevention and intervention team.

Chris’s leadership is shaped by decades of operational experience, a commitment to interagency collaboration, and a focus on building strong, well‑supported teams that serve the community with professionalism, compassion, and integrity.

Life beyond the Sheriff’s Office:

In 1989, Chris moved from Spokane, Washington, to Mount Vernon to attend Skagit Valley College. He played basketball for the Cardinals under coach Dave Quall. Chris has been married to his wife, Theresa, for over 30 years. They have made their home in Skagit County, where they raised their twin boys.

For over 37 years, Chris has served and volunteered in our Skagit County community. He coached football at Mount Vernon High School and coached youth sports. Chris volunteered with Skagit County Special Olympics, participating in basketball, biking, and bowling events. Chris serves as an ambassador for the Chris Mang Foundation, a charity that supports underserved youth and families in Skagit Valley. 

Chris has strong ties to the special needs community and is a passionate advocate for Autism Awareness. He was one of the founders of the Skagit County Annual Sensory Friendly Event with Law Enforcement. This event fosters relationships between law enforcement and the special needs community by allowing individuals to meet first responders and explore their patrol vehicles and equipment at their own pace. Additionally, local resource agencies, including early learning, the school district, the Health Department, and the Department of Health and Social Services, participate in this annual event, sharing valuable resources with attending families. 

In 2023, Chris and his wife helped organize a local monthly dance and social event for adults with special needs. These events were made possible by generous donations from businesses and residents in Skagit County. Within months, they were surpassing the venue's capacity due to the increasing number of attendees.

In 2024, Chris was instrumental in establishing a partnership between the Mount Vernon Parks & Rec Department and the nonprofit Cascadia Clubhouse. Currently, Cascadia Clubhouse operates a daily program that significantly enhances the lives of over 100 members from our Skagit County special needs community, by enabling them to engage in recreational activities with their peers. Additionally, the dance parties continue to thrive and attract an increasing number of participants, some of whom come from surrounding counties. All this made possible by community involvement, dedicated business owners, directors of the MV Parks & Rec and Cascadia Clubhouse, and our special-needs community and their families.
